If the four dignities are possessed by everyone then, even though the dignities may be somewhat undeveloped, they can called into existence by events. In some cases, people who have no contemplative training can, in certain the historical circumstances, cut through their usual habitual ego games and liberate enlightened energy. Winston Churchill, for example, became the great leader of his country during World War II. However, what we know of him in his early life is vastly different than what we saw then. He seemed, in his early days, rather a militarist, a narrow Empire man, who was somewhat conceited, even vain. But the potential for arrogance was dwarfed by events. His strength and confidence actually allowed him to rise above trivial ego concerns and lead his people through those difficult times.
